For your blue eyes, brown eyeshadows will make your eyes look great. I really love Revlon eyeshadow quads in Coffee Bean, which has four different shades of brown. Eyeshadow colors aren't THAT important anyways, so if you're going out, don't be afraid to try a color that isn't too neutral. Black eyeliner is too harsh for the daytime, so use a brown eyeliner. I've found that most drugstore eyeliners that say they're brown are really very close to black, so try Sephora brand eyeliner in Rosy Brown (which is only like four bucks). Mascara should always be black.

As for lip shades, a color close to, but a bit darker, than your natural lip color is best. Most red shades don't work - trust me I've tried! If you're look for a noticeable lip shade for like a special occasion, try Covergirl Outlast lip color in Coral Rose. But other than that, a good lip gloss will look great.
